1. The phrase, "to kill the Indian in the child," as quoted by Prime Minister Stephen Harper (1m53s) during his speech was originally spoken by Deputy Superintendent of Indian Affairs Duncan Campbell Scott. Why did Duncan Campbell Scott say this in regards to Indigenous children and Residential Schools?
2. The first video narrated by Chief Robert Joseph spoke about "Cultural Genocide".
Argue the question:
By establishing and operating the Residential School System, was the Government of Canada guilty of committing acts of genocide as defined by Article II of the United Nations Convention on the Prevention and Punishment of the Crime of Genocide?
Article II of the Convention states:
In the present Convention, genocide means any of the following acts committed with intent to destroy, in whole or in part, a national, ethnic, racial or religious group, as such:
a) Killing members of the group;
b) Causing serious bodily or mental harm to members of the group;
c) Deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part;
d) Imposing measures intended to prevent births within the group;
e) Forcibly transferring children of the group to another group.
The Convention was adopted by the General Assembly of the United Nations on December 9, 1948, and Canada became a signatory on September 3, 1952.
